Speaker Biographies Patrick Troy, Chief Executive, British Parking Association Patrick joined as the new Chief Executive of the British Parking Association (BPA) in December 2008. Prior to joining the BPA, Patrick Troy was Head of Traffic Enforcement for Transport for London (TfL) from 2001. Here he pioneered bus lane and moving vehicle enforcement on London’s red routes using camera technology. He also decriminalised parking on the red routes setting up a unique partnership with the Police to deliver the enforcement on TfL’s behalf. As part of a career extending over 30 years in the public sector, Patrick was Head of Parking Services at the London Borough of Sutton for eight years and set up the decriminalised parking enforcement regime in Sutton in 1994. At BPA he has directed the BPA involvement with the Government’s development of Civil Parking Enforcement and the review of the Blue Badge Scheme for disabled people. He is also leading the development of the BPA’s Approved Operator Scheme and its Codes of Practice. He is currently a member of the DfT Traffic Signs Review –Traffic Signs and Enforcement Group From Parking Services Manager at the City of London in the 1980’s and 90’s, through to Transport and Infrastructure Manager at Bluewater, Europe’s largest retail, and leisure destination, with 13000 parking spaces of its own, Kelvin brings a wealth of knowledge and experience to his role. He was member of the BPA Executive Council in the 90’s too and has been a major contributor to the successful development of the BPA’s Parkex International. Kelvin is:
Michael Robinson, Deputy Parking Manager, Portsmouth City Council Michael Robinson, 49, has spent most of his career in the leisure industry, predominately passenger ships and casino's. Michael worked for DFDS Seaways and Fred Olsen Lines for a number of years ending his seagoing career as an assistant purser on the DFDS flagship Tor Scandinavia. He is much travelled and has lived and worked in Holland, Norway and Denmark as well as time in the Far East. As a casino manager Michael brought a number of innovations to the gaming sector and he was heavily involved in instigating national marketing initiatives that benefited the whole industry. Having fancied a change of direction Michael was persuaded by Ken Ellcome the Parking Manager at Portsmouth to join him. Coming from the leisure industry he now strives to bring a greater degree of customer service and public engagement to the parking section. In the three years he has been in the parking industry he has developed innovations that have already been copied by other authority's. Ken and Michael continue to ensure Portsmouth is a beacon of good practice in all aspects of parking. Michael has a post graduate management degree from Leicester University. Among his many and varied interests are Egyptology, cricket, collecting shipping memorabilia and drinking Guinness. Mark Bland, Transportation and Parking Director, Project Centre Coming soon Martyn Attwood, Technical Director, ANPR International Martyn Attwood (35) graduated in 1996 with a BSc(Hons) in Industrial Studies and has gained further qualifications throughout his career in Project Management and Quality Systems Management. Martyn spent over seven years in engineering working in developing electronic and mechanical automotive components for many global brands such as Ford and General Motors and progressed into project development, global sales, commercials and management within the Automotive Industry which took him around the world before his eventual move into the Parking Industry and Enforcement in 2004. Martyn was involved from its inception with ANPR International Ltd and shared in the vision to make Automatic Number Plate Recognition technology a key tool in the deployment of effective traffic management and enforcement. His role as Technical Director put him at the forefront of developing ANPR International's impressive core technology "eyeTRAFFIC" and diversifying the systems and applications to suit a range of markets and sectors. With ANPR International Ltd now seeing its business expand on a global scale, his role is becoming ever more crucial in ensuring the the Technology keeps up with the changing requirements and needs of the security companies, car park operators, local authorities and police agencies that now see ANPR as the essential piece of equipment in their respective fields. Martyn has a very broad view of ANPR technology and sees that there is yet more potential for ANPR International Ltd to utilise its expertise and products to further use within the industry. Karl Smith, Managing Director, Davies Enforcement Following 16 years of experience in the bailiff industry Karl became a director at Davies Enforcement in 2005. He started out life in the industry as a trainee bailiff in 1993 and moved quickly through the ranks from Bailiff to Bailiff Manager. He later held the role of General Manager at one of the largest Bailiff companies in the UK. Karl has been involved at all levels of bailiff management, general and operational as well as business development and has witnessed many changes over time in the way debts are enforced and the way the industry is perceived. Mark Moran, Managing Editor, Parking Review Mark Moran, managing editor, Parking Review Mark has edited Parking Review since its launch in 1989. He was also responsible for creating the British Parking Awards. Mark was closely involved in the creation of National Vocational Qualifications for the parking industry, being a founding member of the industry-wide steering group that oversaw the launch of the NVQ in Parking Control and, more recently, sitting on the Sector Skills Strategy steering group founded by the British Parking Association. Helen Smith, Director of Policy and Campaigns, Mobilise Coming soon Mandy Ainsworth, Parking Services Manager , Worthing Borough Council Having gained a BA (Hons) Degree in Geography in 1997, Mandy was successful in being appointed as the Monitoring Manager for Worthing and Southlands Hospitals NHS Trust. Mandy was responsible for monitoring all the Acute Trust’s Estates Services and management of the Parking Contract for the Hospital sites. Mandy then gained a qualification in Management and remained in this post until 2006. Due to financial constraints at the Trust, Mandy then moved to West Sussex PCT as Dental Contracts Manager - responsible for managing all the NHS dental contracts in West Sussex. Deciding that this was not an occupation that she wanted to continue with, Mandy then successfully applied for position of On-Street Parking Services Manager for Worthing Borough Council and began this new post in July 2007, whilst neing instrumental in implementing CPE in Worthing on 10 September 2007. Following a Joint Officer structure being put in place with Adur District Council in April 2008, the parking enforcement service at Adur District Council was part of a wider business plan to bring all separate services for each council into one. Mandy took over the parking enforcement of the Adur car parks in November 2008 and became Parking Enforcement Manager for both Worthing Borough Council and Adur District Council. Civil Parking Enforcement was then implemented in Adur by Mandy on 5 March 2009 and Mandy added the management of this to her growing portfolio, which meant she now managed on-street parking in Worthing and Adur and off-street parking in Adur. With CPE in Adur proving to be highly successful from the very start, Mandy was recently also asked to take over the management of the off-street contract in Worthing. This now means that Mandy manages all parking services for both Worthing Borough and Adur District, covering an area from the Western edge of Worthing to Hove in the East and bringing with it a further change in job title to Parking Services Manager. Mandy manages the teams providing the services and manages the 2 contractors that provide the out-sourced aspects – NSL Services and NCP Limited. Mandy is extremely pro-active in performance management so her key aims of ‘value for money’ and ‘excellent customer service’ have achieved this growth in role and positive recognition from her peers. Having been shortlisted for the Marketing award at the recent BPA awards, Mandy is also beginning to make a name for herself in the parking world, with new projects in the offing and further education for the motorist at the forefront of her mind. Paul Slowey, Director, Blue Badge Fraud Investigations (BBFI) After leaving school I worked abroad for two years before working in the freight and logistics industry. I went to University at 24 to study law then went on to complete a masters in law at Nottingham University. I specialised in Criminal Justice and Human Rights law. Upon leaving Nottingham I worked in a West End law firm (very briefly) before joining the London Borough of Camden in 1999. Initially I managed the parking correspondence team before setting up Camden’s orange badge counter fraud operation in October 2000. Over the following 9 years I have set up and managed operations in the public sector. clients have varied from Transport for London to the Department for Health, with a number of Local Authorities in between. The majority of my work has been in the area of parking enforcement. in terms of counter fraud work we have worked on blue badge projects in 2000- 2002 2003-2004 and 2008-2009. I currently work for a number of London Local Authorities and on average I instigate a successful prosecution a week for misuse of a blue badge. I employ 5 very specialist staff and my management team is made up of me with a public sector, operations and legal expertise and a criminal barrister with 10 years experience of both defending and prosecuting, who is an associate director. I employ 3 surveillance experts all with military experience of covert and overt operational surveillance and a CFI Local Authority Counter fraud expert as well as an administrator. I have both an academic and a good working understanding of all relevant legislation and use the Regulation of Investigatory Powers Act on a daily basis. I have a working knowledge of PACE/ CHIS/ case preparation and prosecution. My areas of expertise are; operations/ investigation/ analysis/ surveillance/ case preparation and prosecution.
