Mark Moran, managing editor, Parking Review
Mark has edited Parking Review since its launch in 1989. He was also responsible for launching The Enforcers magazine and creating the British Parking Awards, a competition which is now entering its tenth year.

Mark was closely involved in the creation of National Vocational Qualifications for the parking industry, being a founding member of the industry-wide steering group that oversaw the launch of the NVQ in Parking Control via the British Parking Association.

A director of Landor Holdings, Mark has worked on a wide number of magazines in the transport, urban design and leisure fields.

John Siraut, director: economics, Colin Buchanan
John is an economist specialising in the wider economic and social impacts of transport investments and policies. He has spoken at a number of parking conferences on issues relating to customer service and parking and has written articles on parking revenues and parking issues generally for Parking Review and Planning and writes a fortnightly blog for Local Transport Today. He has undertaken a wide range of parking studies for local authorities, NHS trusts and private car park operators in relation to pricing policy and the link between parking and economic activity.


Andrew Errington, director of community services, Nottingham City Council & Nottinghamshire Police
Andrew Errington is Director of Community Protection for the City of Nottingham. This service brings together City Council and Police services under one entity to tackle anti-social behaviour and crime. Combining a host of services such as Environmental Health, Trading standards, Licensing, CCTV, Prostitution Taskforce and ASB teams, the service works on a 'Total Place' approach, ensuring that issues are dealt with in a joined up way.

Andrew was born in the North East of England, and has had a local government career which has included roles within Community Development, Youth Offending, ASB and Drug Services.


Mandy Ainsworth, parking services manager, Worthing Borough Council
Having gained a BA (Hons) Degree in Geography in 1997, Mandy was successful in being appointed as the Monitoring Manager for Worthing and Southlands Hospitals NHS Trust. Mandy was responsible for monitoring all the Acute Trust’s Estates Services and management of the Parking Contract for the Hospital sites. Mandy then gained a qualification in Management and remained in this post until 2006. Due to financial constraints at the Trust, Mandy then moved to West Sussex PCT as Dental Contracts Manager - responsible for managing all the NHS dental contracts in West Sussex. Deciding that this was not an occupation that she wanted to continue with, Mandy then successfully applied for position of On-Street Parking Services Manager for Worthing Borough Council and began this new post in July 2007, whilst being instrumental in implementing CPE in Worthing on 10 September 2007. Following a Joint Officer structure being put in place with Adur District Council in April 2008, the parking enforcement service at Adur District Council was part of a wider business plan to bring all separate services for each council into one. Mandy took over the parking enforcement of the Adur car parks in November 2008 and became Parking Enforcement Manager for both Worthing Borough Council and Adur District Council. Civil Parking Enforcement was then implemented in Adur by Mandy on 5 March 2009 and Mandy added the management of this to her growing portfolio, which meant she now managed on-street parking in Worthing and Adur and off-street parking in Adur.

With CPE in Adur proving to be highly successful from the very start, Mandy was recently also asked to take over the management of the off-street contract in Worthing. This now means that Mandy manages all parking services for both Worthing Borough and Adur District, covering an area from the Western edge of Worthing to Hove in the East and bringing with it a further change in job title to Parking Services Manager. Mandy manages the teams providing the services and manages the 2 contractors that provide the out-sourced aspects – NSL Services and NCP Limited. Mandy is extremely pro-active in performance management so her key aims of ‘value for money’ and ‘excellent customer service’ have achieved this growth in role.

Mike Macey, MFM Associates
Mike is an independent consultant working mainly for local authorities and their service providers. He has combined previous experience as a chartered accountant working in company turn rounds with over 11 years in the parking sector. His work has included performance analysis and measurement including benchmarking, service quality development and continuous improvement. Work on cost saving and income enhancement have also played their part and with increasing financial pressures this aspect is likely to increase.

Recent projects have included an extended period as temporary parking manager, the financial and operational evaluation of a parking service - both for London Authorities and working in a team developing a toolkit for the Department for Transport (DfT).

His determination to make a difference and raise standards has for example involved the writing of parking practice notes for the BPA and close involvement with the development of the TMA operational guidance with BPA and DfT. He also writes regular articles in the trade press on topics that challenge and address key issues.

He has also presented BPA seminars on around six topics – recently on Annual Reports under TMA 2004. Other sector involvement includes chair of the London Regional Group, membership of two SIGs, judge for the past three years in three categories for the PR Parking Awards and contributor to the Sector Skills work of the BPA.


Ashley Brandon, parking fraud investigation team, London Borough of Lambeth
After relocating to the UK from South Africa in 2002, I worked at an inner London Borough as an admin assistant. After a few months I was transferred to the Community Safety Division where I worked within the Anti Social Behaviour unit. I then moved to Parking Services in 2005 where I worked with the parking fraud section for the next four years. I joined Lambeth’s established team in 2009 as an Assistant Parking Fraud Investigator. As a team we have worked closely with many agencies and neighbouring boroughs in bringing parking fraudsters to justice, and our determined attitude towards tackling offenders has won us the title of the British Parking Associations Enforcement Team of the Year for 2010.


Steven Davidson, parking fraud investigation team, London Borough of Lambeth
In 1976 I was appointed as a Police Officer in Cambridgeshire Constabulary.
My specialism was as a Senior Investigating Officer in Roads Policing, dealing with traffic fatalities.
In 2006 I retired after successfully completing 30 years service.
I took a “Gap Year” and moved house from Cambridge to London, before undertaking travelling and some well earned relaxation.
In October 2007, I joined Lambeth Parking Services as a fraud investigation officer, where I have worked since.


Kevan Butt, parking manager, Sheffield City Council
After a 20 year career in the banking industry, Kevan took up the role of Parking Services Manager for Nottingham City Council in January 1995. This role included responsibility for enforcement under the Road Traffic Regulation Act 1984. In 2002, he led the successful implementation of Decriminalised Parking Enforcement under the Road Traffic Act 1991 at Nottingham City Council.

In January 2006, he moved to Rotherham Borough Council in the same role and then in June 2007 he returned to the city of his birth to lead the Parking Services team at Sheffield City Council. He is currently the chair of the British Parking Association Local Authority Special Interest Group (LASIG).


Alan Clark, director, Marston Group
Alan is a Chartered Civil Engineer and joined the board of Marston Group in January 2003. He is responsible for sales, marketing and business development and is responsible for the successful workshops “Optimising Your Recovery” which were Highly Commended at this years British Parking Awards.

Before joining Marston Alan spent 30 years working in local government. He implemented the first UK decriminalised parking enforcement operation in Wandsworth and subsequently spent 7 years as Head of Parking at Westminster City Council with a £100M per year turnover.

Alan assisted with the formation of the Parking Committee for London and he is an active Council Member of the British Parking Association and a former President. He is currently Chair of the BPA Bailiff and Enforcement Special Interest Group.


Viv Nicholas, European Secure Vehicle Alliance
ESVA was established in 1992 as an Associate Parliamentary Group with a broad range of stakeholders representing manufacturers, equipment suppliers, motoring organisations, police, fireservice, local government, etc., who all share an interest in reducing vehicle related crime and disorder. Vehicle crime is now only approximately one third of the level that it was in 1995 and ESVA has broadened its strategic envelope to include maximising road user compliance.

During the past two years ESVA has taken a special interest in the wider usage of ANPR technology across all sectors and has a particular concern regarding the inadequacy of the UK’s number plate regime.

Previously spent 20 years working for Procter and Gamble, Mars Confectionery and United Biscuits in a variety of manufacturing and marketing roles and also served recently as an independent member of the Thames Valley Police Authority.


Tony Worsdall, managing director, E-mpirical
Tony has over 30 years’ experience of managing and delivering major transformation projects across the public sector.
An experienced operational and programme director with a background in public facing service delivery, he has been responsible for budgets in excess of £50m and up to 200 staff. He has extensive experience of working with councillors, senior officers and external partners and is truly appreciative of the challenges that face services and authorities when they are required by central government to implement often confusing and conflicting initiatives. At the heart of all of his work is the innovative use of technology in all of its shapes and sizes to bring about major cultural change that ultimately leads to improved service and reduced costs. Tony has worked at operational and strategic levels in organisations as varied as Plymouth City Council, Department of Health, Reading Borough Council and Skills for Health.

During his 11 years’ experience as Managing Director of e-mpirical he has delivered a wide range of programmes within the UK, Poland, Australia and Belgium. Examples include the development and delivery of community based e-learning and e-government programmes for local authorities and partnerships, conducting a comprehensive review of the future options for learning within the NHS and partnering ICL/Fujitsu in the development and implementation of their community based, skills development programme, CyberSkills.

Throughout his career he has successfully coupled the use of technology with leadership and skills development to enable his own teams to deliver challenging initiatives and meet the ever growing requirement to deliver more for less. As a result Tony has become passionate about finding ways to engage everyone, regardless of their existing skills or confidence, with the opportunities that technology provides. This belief in lifelong learning underpins the company values to continuously learn from everything we do and perpetually stretch our clients thinking and ideas.


Tim Cowen, communications director, NSL Services Group
Tim was a national and regional newspaper journalist before joining NSL (when it was part of National Car Parks) six years ago. His responsibilities at NSL – the UK’s leading employer of parking enforcement officers – includes, press and public relations, stakeholder relations, internal communications and marketing.
